No radiators warm up at all

Water is not leaving the boiler. This is the condition that destroys heat exchangers, and each attempt makes it worse.

Turn the boiler off at the front panel and leave it off until an engineer has been.

Radiators are hot at the top and cold at the bottom

Sludge. Flow is restricted through the whole system including the exchanger, and the boiler cannot shed the heat it is producing.

The system needs cleaning, not just a part swapped. Ask about a chemical clean and a magnetic filter with fresh inhibitor.

You are in a hard water area and hot water is weak as well

Limescale in the plate heat exchanger. It reduces hot water performance first and eventually causes overheat lockouts.

A descale or plate exchanger replacement is the fix. Ask about a scale reducer at the same time or it will come back.

What E9 219 means

E9 219 is an overheat lockout. Worcester Bosch boilers carry a thermal cut-out that operates when flow temperature exceeds its limit, and the control board latches the fault so the appliance cannot simply restart. Overheating in a modulating condensing boiler is nearly always a flow problem rather than a heat problem: the burner produces heat at a controlled rate, and if water is not moving through the exchanger quickly enough, the small volume sitting in it boils. Pump failure, a sludged system, closed valves and a scaled heat exchanger all present identically. The reason this is treated as a danger-severity fault is not fire risk but component risk — the heat exchanger is the most expensive part in the boiler and repeated overheat cycles are what crack it.

Common questions about Worcester Bosch E9 219

Can I run it on hot water only until it is fixed?

No. If circulation is the problem, the hot water circuit is at the same risk as the heating circuit, and the component you are risking costs more than the repair. Leave it off.

Why does it overheat when I have the thermostat turned down?

The room thermostat controls how long the burner runs, not how hot the exchanger becomes when no water is flowing through it. With no flow, the water in the exchanger reaches the cut-out temperature within seconds whatever the dial says.

Is a powerflush necessary?

Only if the system is genuinely dirty, which the radiator symptom above tells you. If the pump has failed, flushing is an expensive way of not fixing the fault. Ask the engineer to show you the water they drained.
