What UE means
Before every spin the machine tumbles the load and measures how evenly the weight is distributed. If one side is heavier, spinning would make the whole cabinet walk across the floor and hammer the bearings, so it stops and shows UE, or Ub on newer machines. Samsung state in plain terms on their own support pages that this is not a fault. That is worth taking seriously, because it is the single most misdiagnosed code on any washing machine: people find a drum of wet washing and conclude the machine has broken, when in fact it has just declined to destroy itself over a bath mat.
The classic trigger is one large heavy item on its own. A single bath mat, a bathrobe, a mattress protector or one pair of jeans will wrap itself into a lump on one side of the drum and stay there however many times the machine retries. Samsung recommend adding two or three towels, which sounds like folklore and is actually sound: extra items give the load something to redistribute against.

What to try yourself
Open the door and physically redistribute the washing by hand. Pull everything apart — items come out of a failed spin knotted together — and lay it back around the drum evenly.
If you are washing one big item on its own, add two or three towels. This is Samsung’s own advice and it works: the load needs smaller items to shuffle against in order to balance.
Run a spin-only cycle rather than the whole wash again. There is no need to rewash anything.
If it keeps happening on normal loads, check the machine is level. Push down on each corner in turn — any rock at all means the feet need adjusting and the lock nuts tightening up against the body.

Is UE actually a breakdown?
No, and Samsung say so themselves: "This is not a fault. The appliance has detected an unbalanced load and has stopped the spin for safety reasons." Redistribute the load and spin again.
Why does it only happen with the bath mat?
Because a rubber-backed mat holds a great deal of water, is heavy when wet, and is a single object. It cannot spread itself out. Wash it with a couple of towels and the problem disappears.
When does it stop being normal?
When it starts happening on ordinary mixed loads that used to spin without complaint. That points at the machine rather than the washing — usually levelling, or worn shock absorbers on an older machine.
My machine shows Ub instead. Same thing?
Yes. Samsung use UE, Ub and Ur for the same unbalanced-load condition across different model generations.
