What 3E means
Samsung group 3E with 3C and the numbered variants 3E1 through 3E4 as a motor issue. The control board commands a speed, watches the feedback from the motor, and stops when what it reads does not match what it asked for. Samsung’s published first step is to switch off at the mains for a minute and start a new programme, and that is worth doing once, because a transient reading can latch a code on a motor that is perfectly healthy. What you should not do is keep repeating it. There is a specific reason to check something before assuming the worst: a drum that is physically jammed produces the same code as a failed motor. A bra wire that has worked its way out of the drum and lodged between the drum and the outer tub will stop rotation dead, and that is a much cheaper problem than the one the code appears to describe. If you can turn the empty drum by hand and it moves freely, you have ruled that out.

What to try yourself
Switch off at the wall, wait a full minute, then switch on and start a new programme. Samsung give this as the first step and it does occasionally clear a transient fault. Do it once.
Unplug the machine, empty the drum completely, and turn it by hand. It should spin freely and coast. If it grinds, catches, or will not move, something is jammed and that is a different and cheaper problem.
Unplug it rather than just switching off at the front. You are putting a hand inside a drum that the machine believes it is trying to turn.Feel around the bottom of the rubber seal and shine a torch between the drum and the seal for a bra wire or a coin. These migrate out of the drum holes and jam the rotation.
Write down the full code including any digit after the E — 3E1 and 3E4 are different faults to an engineer. Then book somebody, and tell them you have already checked the drum turns freely.

Samsung say to restart it. How many times is reasonable?
Once. Their instruction is to power off for a minute and start a new programme, which is a sensible check for a transient reading. A code that comes straight back is reporting a real fault, and repeating the cycle achieves nothing.
Is a motor repair worth it?
It depends what it turns out to be. A wiring repair or a hall sensor is modest. A motor and a control board together on a machine past seven or eight years old is usually the point at which replacement makes more sense — get the figure before you commit.
What is the number after the E for?
It narrows the fault down. Samsung use 3E1 through 3E4 for different motor conditions, so quoting the whole code rather than just "3E" is the difference between an engineer arriving with the right part and arriving to have a look.
