What ECO means
This is a small page that will save a certain number of people the price of a bulb and an afternoon. Hotpoint publish it as a straight troubleshooting row: the light switches off, the cause is that ECO mode is on, and the remedy is to access ECO from settings and select off. That is the entire entry, and it needs no elaboration except the observation that almost nobody diagnoses it correctly.
An oven light that has stopped working is one of the most confidently self-diagnosed faults there is — the bulb has gone, everybody knows what a blown bulb looks like — and on these models it is frequently a setting somebody enabled to save a few watts. Worth checking before you order anything, because oven bulbs are awkward to reach and the ones that fit are not always the ones a shop will sell you. If ECO is already off and the light still does not come on, then it probably is the bulb, and you will have eliminated the free explanation first.

What to try yourself
Go into settings and check whether ECO is on. If it is, select off, which is the whole of Hotpoint’s published remedy.
Open the door and see whether the light comes on now.
If ECO was already off, it is likely the lamp. Check your manual for the correct type before ordering, because oven lamps are specific and generic ones often are not rated for the temperature.
Switch the oven off and disconnect it from the supply before changing a lamp, which is Hotpoint’s own instruction for any maintenance — at the plug if the oven has an accessible one, otherwise at the cooker switch or the breaker.
